OCRE 2025: Quistor and OCI at the Service of European Research

Author: Nacho Gutiérrez, Account Manager @Quistor

In a context where digital transformation is a strategic priority for research and education institutions in Europe, the OCRE 2025 (Open Clouds for Research Environments) contractual framework is established as a key tool to facilitate access to cloud computing services. This agreement, driven by the GÉANT consortium and co-funded by the European Commission, aims to accelerate the adoption of cloud technologies in the academic and scientific fields, removing administrative and technical barriers.

What is the OCRE contractual framework?

OCRE is an initiative that connects cloud service providers with research and education institutions through pre-established framework contracts. This allows organizations to access cloud solutions quickly, without the need for complex tender processes. In its 2025 edition, OCRE has awarded 473 framework agreements to leading providers, including Oracle Cloud Infrastructure (OCI), represented in several European countries by Quistor.

Quistor: Strategic Partner in Digital Transformation

The collaboration between Quistor and GÉANT within the OCRE project framework is an example of how strategic alliances can drive digital transformation in the research and education sector. Quistor provides its expertise in implementing and managing cloud solutions, helping institutions make the most of Oracle technologies to improve their processes and operations.

This collaboration began in 2020 when Quistor was awarded the OCRE contractual framework. Over the past five years, we have carried out Oracle cloud infrastructure projects in various universities and research institutions across Europe. As of February 3, 2025, Quistor was once again awarded the number 1 position in Belgium and Spain and number 2 in the Netherlands and the United Kingdom. This award will be valid until 2030.

Benefits of the Collaboration

The collaboration between OCRE - GÉANT and Quistor offers numerous benefits to research and education institutions in Europe:

  1. Simplified Access to the Cloud: Thanks to the OCRE framework, institutions can access a wide range of cloud services in a simplified and secure manner.
  2. Specialized Support: Quistor offers 24/7 support and managed services, ensuring that institutions can rely on technical assistance at all times. This is crucial for maintaining operational continuity and efficiently resolving any technical issues.
  3. Resource Optimization: By using cloud solutions, institutions can optimize their resources and reduce operational costs. The scalability of the cloud allows for resource adjustment according to changing needs, which is especially beneficial for research projects that may have variable demands.
  4. Continuous Innovation: The collaboration with Quistor allows institutions to stay at the forefront of technology, implementing the latest Oracle innovations. This includes the use of Artificial Intelligence, advanced data analytics, and automation solutions that can transform the way research and education are conducted.

What do Entities Affiliated with REDIRIS Gain by Contracting with OCRE?

  1. Simplified Procurement Process: OCRE provides an agile and straightforward acquisition process through a framework agreement, eliminating the need for each institution to conduct its own tender. This saves time and administrative resources.
  2. Regulatory Compliance: Services contracted through OCRE comply with European regulations, including the General Data Protection Regulation (GDPR).
  3. Economies of Scale: By centralizing the procurement of cloud services, OCRE enables significant discounts thanks to economies of scale. This is especially beneficial for smaller institutions that may not have the necessary bargaining power on their own.
  4. Continuous Innovation: Quistor, as a leader in Oracle technology, offers institutions access to the latest innovations in cloud services, including Artificial Intelligence, advanced data analytics, and automation solutions.

Conclusion

The collaboration between OCRE - GÉANT and Quistor is a prime example of how strategic alliances can drive innovation and digital transformation in the research and education sector. Through their joint efforts, they are providing European institutions with access to cutting-edge cloud services, specialized support, and advanced technological solutions. This collaboration not only improves operational efficiency but also opens new opportunities for research and development, contributing to scientific and educational progress in Europe.
